    Considering the importance of large scale manufacturing sector in Pakistan economy we analysed investment behavior of private sector in large scale manufacturing. The main emphasis in this paper has been to explore the role of public expenditures development and non development) and macroeconomic uncertainty in determining private sector’s fixed investment in large scale manufacturing. It is found that most of the series are non-stationary and there is one cointegrating relationship between the private investment, public consumption expenditures, public development expenditures and size of market.     Elasticities of Regional and Local Administrations Expenditures - the Portuguese case

    This work analyzes the evolution of real public expenditures of local and regional administrations (LRA), in Portugal, in the period after the Second World War. It also aims to estimate the elasticities associated to determinants, which explain the found growth. As most relevant results, it is focused that real public expenditures of LRA did not increase in a constant way – the most significant period of growth was between 1975 and 1990. A long-term relation was found among real public expenditures of LRA (as a proportion of real Gross National Product), the Number of Employees in Public Administration, the Number of Unemployed and Public Revenues. These results are consistent with modern versions of Wagner’s Laws, with the role of lobbying groups and with the bureaucracy being a source of discouragement referring to the decentralized public expenditures.     Private Schooling in the U.S.: Expenditures, Supply, and Policy Implications

    This report provides a first-of-its-kind descriptive summary of private school expenditures. It includes comparisons of expenditures among different types and affiliations of private schools, and it also compares those expenditures with public school expenditures for districts in the same state and labor market. Results indicate that (1) the less-regulated private school sector is more varied in many key features (teacher attributes, pay and school expenditures) than the more highly regulated public schooling sector; (2) these private school variations align and are largely explained by affiliation -- primarily religious affiliation -- alone; and (3) a ranking of school sectors by average spending correlates well with a ranking of those sectors by average standardized test scores

    Local expenditures in neighbouring municipalities can be spatially interdependent due to spillovers, cooperation effects, competition effects or mimicking. In this paper, we aim to test the spatial interdependence of local public expenditures using data on 205 Czech municipalities. We found positive spatial interdependence in expenditures on housing and culture and negative spatial interdependence for expenditures on industry and infrastructure and environmental protection. Additionally, we observed that political characteristics affect the size of spending; left-wing parties tend to increase expenditures on culture and decrease expenditures on industry and infrastructure; and higher party fragmentation decreases overall capital expenditures and expenditures on housing.Spillovers, fiscal competition, local public finance

    Electoral Budget Cycles: The case of the Argentine Provinces

    This paper presents subnational evidence of electoraly-motivated changes in the level of public expenditures, budgetary deficits and composition of public expenditures in Argentina. The empirical study is made using a dynamic panel data analysis (GMM) for 22 provinces during period 1985-2001. We find evidence of political cycles in policies around the election date. Results shows that deficits and public expenditures increase in election years. Evidence also suggest that expenditures shift toward more visible public investment and away from current consumption goods.Electoral Budget Cycles, Argentina, Political Economy, Fiscal Policy

    Do Local Public Expenditures on Functionally Impaired Crowd Out Other Local Public Expenditures?

    This paper examines whether local public expenditures on services to functionally impaired individuals crowd out other local public expenditures in Sweden. Over the last ten years, these expenditures have increased by more than 90 percent while other municipal expenditures have experienced increases of up to 30 percent. The impact of expenditures on functionally impaired individuals is tested on five different spending areas using a two-stage least squares (2SLS) fixed-effects model. While the results give no support for crowding out in the areas of social assistance, culture & leisure, and childcare & preschool, a negative relationship on spending for elderly & disabled care and education is found, suggesting that crowding out indeed occurs within the municipal sector.     Public Education Spending in a Globalized World: Is there a Shift in Priorities Across Educational Stages?

    This paper studies the effect of globalization on public expenditures allocated to different stages of education. First, we derive theoretically that globalization’s influence on education expenditures depends on the type of government. For benevolent governments, the model suggests that expenditures for higher education will increase and expenditures for basic education will decline with deepening economic integration. For Leviathan governments, on the other hand, the effects of globalization on public education spending cannot be unambiguously predicted. In the second part of the paper, we empirically analyze globalization’s influence on primary, secondary, and tertiary education expenditures with panel data covering 104 countries over the 1992 - 2006 period. The results indicate that globalization has led in both industrialized and developing countries to more spending for secondary and tertiary and to less spending for primary education.Globalization, economic integration, public education, education expenditures

    Globalization, Redistribution, and the Composition of Public Education Expenditures

    We analyze whether globalization affects the composition of public expenditures for education by integrating arguments from the Heckscher-Ohlin and the tax competition literature into a common theoretical framework. The model suggests that with increasing global integration, developing countries have strong incentives to shift public education expenditures towards lower education. In industrialized countries, on the other hand, globalization has an ambiguous effect on the composition of public education expenditures.
